DESIGN OF PATIO BUNGALOWS

The design of the patio bungalows and materials to be used in their construction have been amended by the applicant. The changes include:

  • The bungalows are now semi-detached


  • Grassed areas are provided at the font and rear of each bungalow (or side for the end units)


  • An off-street parking space is provided for each bungalow


  • The roofs of the bungalows are pitched and will have traditional tiles


In the light of these amendments proposed Condition 2 has been amended to include these revised drawings.

CONCLUSION

The Planning Manager considers that the proposed development (as amended) accords with the Policies of the City of Liverpool Unitary Development Plan outlined above and in the previous report, with the exception of the visual amenity criteria of Policy OE11 (Development on Green Space).

However, it is considered that the proposal will bring significant benefits to the local community as outlined in the previous report. These benefits are considered to be material considerations that outweigh the harm to the visual amenity value of the green space that the proposal will cause.

It is recommended therefore that:

(A) Planning permission is granted, subject to the conditions stated, subject to the Office of the Deputy Prime Minister not wishing to intervene, and subject to the signing of a legal agreement under Section 106 of the Town and Country Planning Act 1990 restricting the occupation of the LHAT general needs flats and sheltered flats to households containing at least one person who is aged 55 years or over or who is registered disabled.

(B) The Planning Manager be authorised to determine the application upon the signing of the legal agreement and the Office of the Deputy Prime Minister not wishing to intervene.
