Olive Mount Redevelopment:

THE PLANNING OFFICER'S REPORT,
December 2002 (continued)

Response to consultations on ORIGINAL plans

City Councillor comments

Councillor Mike Storey requested that the future of trees on the site is protected.

Area Committee comments

Wavertree Area Committee supported the application; requested that the application be referred to Liverpool Urban Design and Conservation Advisory Panel; expressed concern about highway issues on Thingwall Road; and considered that the linear park should be fenced and closed at night to prevent disturbance to new or existing residents.

Neighbour notification / responses

2 letters of support for the original plans were received from local residents on the grounds that the proposed new accommodation for LHAT tenants will be more convenient for elderly residents as it will be closer to the shops, not at the top of a hill like the existing flats and will be easier to heat.

15 letters were received from local residents, objecting to the original plans on the following grounds:

  • The school grounds should be used for recreation and sport, keeping them as green space. Only the footprint of the buildings should be built upon

  • Too many dwellings are proposed and are not needed

  • Only social housing should be built for LHAT tenants

  • There will be a loss of light for existing houses that are to remain

  • 3 and 4 storey flats are too high

  • Communal parking areas will attract youths and drug dealers

  • The existing community centre is a good building and well used and should not be demolished

  • The proposals will cause traffic congestion on surrounding roads (particularly queuing from the junction of Thingwall Road and Childwall Road) and cause problems of highway safety for the young and elderly

  • The proposed linear park will not be able to be used by children if it is locked, will become a gathering place for teenagers, will be too expensive to maintain and will fall into disrepair

  • Elderly people should not be put next to family homes

  • The proposals will have a detrimental impact on the Conservation Area

  • The amount of room available for parking by existing residents on Millstead and Wellstead Roads will be diminished and there is not enough parking for the new houses and flats

  • Millstead and Wellstead Roads should be widened

  • Millstead and Wellstead Roads will be used as rat-run

  • The existing trees should be saved

  • Views across the green space will be lost

  • The patio housing will be ugly and unimaginative

  • The school grounds are currently used by children to play on outside school hours - this will be lost

  • Access for emergency vehicles will be poor
