Site Description

The application site is bounded by Childwall Road to the south, Thingwall Road and the Manweb Sports Ground to the east, Olive Mount Children's Hospital to the north and Mill Lane to the west. The site comprises the former Olive Mount Wing of Childwall Community Comprehensive School (now demolished) and surrounding open space; the Art Annex; three Housing Action Trust tower blocks (Olive Mount Heights); Olive Mount Community Centre; and Council housing and privately owned housing. on Millstead Road, Wellstead Road, Wellstead Close, Wellstead Walk, Millstead Walk and Olive Mount Walk.

Wavertree Village Conservation Area is separated from the site by Mill Lane and Wavertree Garden Suburb Conservation Area extends to the eastern boundary of the Manweb Sports Field site. The western edge of the Manweb Sports Field bounds the application site. A number of Grade II listed buildings are near the site: Mossfield - a detached Victorian villa at the junction of Thingwall Road and Childwall Road; Olive Mount Children's Hospital to the north of the site; Wavertree Lock-up on Childwall Road; Picton Clock Tower (Childwall Road); No.1 and No.2 Thornhill and 10 Childwall Road.

The northern part of the site (containing existing houses and the LHAT tower blocks) is allocated as a Primarily Residential Area (Policy 1-14) in the UDP; the southern part (comprising the former Olive Mount Wing and school grounds) is allocated as Green Space (Policy OE11) in the UDP.

The application is a Departure from the adopted Liverpool Unitary Development Plan and is considered to be on previously developed land as described in Annex C of Planning Policy Guidance Note 3 (Housing).
